Development Program Specialist (Monitoring and Evaluation)

The United States Agency for International Development (USAID) is seeking an individual for the position of Development Program Specialist (Monitoring and Evaluation) for the Program Office.

BASIC FUNCTION OF POSITION
The Monitoring and Evaluation Specialist works under the general supervision of the USDH Program Officer.  The Monitoring and Evaluation Specialist provides program, policy, and evaluation support to the Mission in order to assure that proposed strategies and programs are consistent with Agency, Mission, and Host-Country priorities.  S/he has primary responsibility for ensuring that monitoring, evaluation, and impact analysis of USAID-funded programs in Nicaragua are carried out and in a manner consistent with Agency and Mission guidelines.  That is, the Monitoring and Evaluation Specialist ensures that the Mission complies with all Agency requirements for performance monitoring and evaluation and serves as the Mission technical expert and lead specialist in all questions pertaining to evaluation, monitoring, program review, and other strategic exercises relating to Mission technical assistance programs.  The Monitoring and Evaluation Specialist deals with a large, varied, and complex set of programs being implemented in Nicaragua.

QUALIFICATIONS REQUIRED
Note:
All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.

  1. A Bachelor’s degree in a field relevant to development assistance, such as public or business administration, political science, sociology, or a closely related field is required.
  2. A minimum of five years of progressively responsible, job-related, professional-level experience is required. Experience in program monitoring, evaluation, and reporting is also required.
  3. Level IV (fluent) English language proficiency, speaking and writing is required. Spanish language proficiency (Level III) is also required.  This will be tested.
  4. Knowledge and understanding of Nicaraguan historic, economic, social, cultural, and political characteristic, and an understanding of the general level of development in the region is required.
  5. Skills: Computer literacy is essential, including competency in word processing and the use of complex spreadsheet programs; strong analytical skills, interpersonal and teamwork skills.  The ability to serve as an effective liaison with a wide array of individuals and institutions is essential; and the ability to work under pressure
